The EU legal guarantee notice: what every online store must display from 27 September 2026

What is mandatory, what is not, and why the Annex I notice gets confused with the Annex II GARAN label. Plus the free plugin we published for WooCommerce.

The legal guarantee notice becomes mandatory on 27 September 2026

From 27 September 2026, every trader selling goods to consumers in the European Union must display the harmonised notice on the legal guarantee of conformity. It is not a recommendation and it does not depend on the size of the store: it applies equally to a store with three products and one with three thousand.

Implementing Regulation (EU) 2025/1960 sets out two graphics, and the difference between them is the most common point of confusion.

Annex I: the notice. Mandatory for everyone

The notice explains the buyer’s rights: at least two years of legal guarantee in the Union, what a non-conforming item means, and what the consumer can ask for — repair, replacement, a price reduction or a refund. It also carries a QR code to the Commission’s portal, with the rules for each country.

Three things to remember about it:

  • It has no editable parts. The Commission publishes the file and the trader displays it. It is not redrawn, retranslated or adapted to the store’s branding.
  • Online, it must be shown in colour, in RGB. Black and white is only allowed outside online sales.
  • It must be in the language of the country where the goods are offered, not the language of the store. A Romanian store that ships to France needs the French version.

The notice has nothing to do with your products. It is general information about the law, so it fits well on a dedicated page, with a link in the footer and a reminder at checkout.

Annex II: the GARAN label. Only sometimes

The GARAN label is something else entirely, and that is where the confusion comes from. It applies only where the producer offers a free commercial guarantee of durability, covering the whole product, for longer than two years.

Unlike the notice, the label is tied to the product: it shows the brand, the model identifier and the number of years. Those are the only three fields that get filled in; the rest of the graphic is fixed. The minimum size is 95 × 100 mm, and online it is shown in colour.

If none of the products in your store has such a guarantee, you don’t need the label. And don’t add it “because it looks good”: it states a guarantee that someone actually has to provide.

What it means for a WooCommerce store

In practice, you need the official notice, in the right language, shown clearly before the customer enters into the contract. That usually means a dedicated page, a link in the footer and a reminder at checkout.

The part many stores get wrong is the language. A multilingual store must switch the notice along with the page language, not leave the English one everywhere.

The plugin we built

We built ConformKit for our clients and published it for free in the WordPress directory. It does one thing and does it properly:

  • It serves the Commission’s official file in all 24 EU languages. It never draws its own version of the notice — if the official file is missing, it shows nothing and says so in the admin.
  • It picks the language from the site language and follows WPML and Polylang automatically.
  • It creates the dedicated page on activation, adds a link in the footer and a reminder at checkout, on both classic and block-based WooCommerce.
  • At checkout it can open the notice in a popup without taking the customer out of the order — the form the regulation explicitly allows for online sales.

Install it from Plugins → Add New by searching for “ConformKit”.

A word about what this article is not

It is not legal advice. We read the regulation and built the plugin to follow it, but if your store has a special situation — second-hand goods, markets outside the Union, complicated commercial guarantees — ask a lawyer. What we can say for certain is that the deadline has already passed and showing nothing is no longer an option.
